What a data center is, and why it varies
Data centers are the physical infrastructure behind modern digital life: the buildings full of servers that support cloud platforms, business systems, health care, finance, logistics, public services, and artificial intelligence.
But not all data centers are alike. They differ widely in size, purpose, power demand, water use, and staffing. An enterprise facility serving one company looks nothing like a hyperscale cloud campus or a power-dense AI compute site. The right starting point is always the same: what type of project is actually being proposed, and what will it require?

The concerns communities raise most
Four topics come up in nearly every data center conversation. Here is the honest picture on each, and the question that gets you a real answer.
1. Water
Cooling determines water use
Water demand depends entirely on the cooling system. Some modern facilities use air cooling or closed-loop systems that sharply reduce water use; others require more. In Florida, large water users are also subject to utility review, regional water management, and permitting.
Ask: What cooling system will be used, how much water is required, and what source will serve it?
2. Energy
Power is real, and plannable
Data centers have grown from about 2% of U.S. electricity use in 2018 to roughly 5% today, and may exceed 10% by 2030 (Electric Power Research Institute). Large projects require planning with utilities, and some developers are exploring on-site or dedicated generation, including small modular reactors, to limit grid impact.
Ask: What power is needed, what upgrades are required, who pays, and is on-site generation part of the plan?
3. Cost to Residents
Who pays for the infrastructure
A central worry is whether new power and infrastructure costs land on residents’ bills. Under Florida’s new law, utilities may not pass data center costs onto residential and small-business customers, and large users must pay their full cost of service.
Ask: How do state ratepayer protections apply here, and what will the project fund directly?
4. Community Impact
Noise, land use, and neighbors
Beyond utilities, communities care about noise, lighting, buffering, traffic, and compatibility with nearby homes and businesses. These are addressable through site design and local standards, but only if they are raised early and put in writing.
Ask: How will noise, lighting, buffering, access, and neighboring uses be handled and enforced?

What SB 484 means for your community
In 2026, Florida enacted SB 484, described by the state as first-of-its-kind legislation for large-scale data centers. It took effect July 1, 2026. Three provisions matter most.
Ratepayers — Costs stay off resident bills
Utilities may not pass data center costs, including electricity costs, onto residential and small-business customers. Large-scale users must pay their full cost of service.
Local Control — Communities keep authority
Cities and counties retain the power to plan, set standards, permit, and approve or deny large-scale data center projects.
Review — A dedicated process
The law creates a dedicated permitting process for large-scale data centers and addresses water resources and transparency.

Before a decision, get these in writing
Strong evaluations rest on clear, written answers. Each question below can expand to show what to look for.
What type of data center is this, and what will it support?
Enterprise, colocation, hyperscale/cloud, and AI compute facilities carry very different power, water, land, and staffing profiles. The project type shapes every other answer, so start here.
What is the capital investment, tax impact, and job picture?
Construction employment is significant but temporary; permanent staffing is smaller though typically skilled and well-paid. For most communities, lasting value comes more from capital investment, tax base growth, and infrastructure than from large permanent headcounts. Ask for realistic numbers on each.
What infrastructure is required, and who pays for it?
Clarify the electric, water, utility, road, and stormwater improvements a project needs, and confirm who funds them. Florida’s ratepayer protections and utility tariffs are designed so large users cover their own cost of service.
What are the cooling, backup power, and efficiency measures?
Cooling choice drives water use; backup systems and efficiency measures affect emissions and reliability. Ask whether any on-site or dedicated generation is part of the plan.
How will community impacts be addressed?
Noise, lighting, buffering, site design, emergency access, and effects on nearby residents and businesses should be specified and enforceable, not left to good intentions.
What belongs in the development or incentive agreement?
Commitments on investment, timelines, infrastructure, standards, and community benefits carry weight when they are written into development agreements, incentive agreements, or local approvals.
